PDON works towards the resolution of “Promoting an inclusive, barrier-free and rights-based society for people with disabilities in the region” and The Convention on the Rights of Persons with Disabilities with the following objectives:

- To strengthen the Regional Development Office is to serve as a regional focal point of PDON national assemblies and the disability movement in the region;
- To establish new self-help organizations and national assemblies of persons with disabilities in developing countries;
- To promote and strengthen the movement and network of women with disabilities at the regional and sub-regional level;
- To promote the Independent Living (IL) concept and IL movement, including the establishment of regional IL network;
- To promote the barrier-free movement and accessibility to built environments; and
- To strengthen and promote international and regional collaboration
Objectives

- To facilitate, encourage and further advance the full participation and the equality of disabled people in the community so as to enable them to enjoy the living conditions and improvements in the standard of living resulting from social and economic developments. Create a platform for networks
- To bring together stakeholders on disability in order to promote a collaborative approach, encourage a common vision, and develop strategies to address issues of common concern.
- To act as an advocacy group that would create and promote national awareness, policies and integration of disability issues at all levels.
- To act as a coordination body of stakeholders on disability through the formulation of strategies that would ensure coordination of disability work in the Puntland.
- To encourage and promote research on disabilities and maintain a data base and or a resource centre.
- Increasing the Level of Skills, Knowledge and Advocacy of PWD,s’.
- Improving Resource Base: including Running Cost, Assets and Income generation. (Improving Social status of PWDs).
- Improving social inclusion such as Improving Political participation, Existing Policy and ensuring other policies are in place.
- Mainstreaming disability programs in I/NGOs mandates’ programs
